Harold Howell was born on February 22, 1989 in Jacksonville, Florida. He attended Mandarin High School (Florida) before graduating and joining the University of Minnesota Gopher football team for the 2007 season.

Harold Howell played all over the field during his high school career. On defense, Howell made 20 tackles with four interceptions, six pass deflections and two fumble returns for touchdowns in his senior season. On offense, Howell totaled 515 yards receiving on 27 catches to go with seven touchdowns. The speedy Howell also specialized on kick returns, finishing his senior year with 525 kick return yards and three touchdowns and 650 punt return yards with four touchdowns.

Harold Howell was also a phenomenal track athlete in high school, competing in the 100 meters and 4x100 meter relay at the state track meet.
